Special Naturalization (Those involved in the independence movement or other meritorious deeds)
General requirements
  • Must have good conduct
  • Must have basic knowledge befitting a Korean national; such as understanding of the Korean language, customs and culture
Additional requirements (Nationality Act Article 7-1-2)

- Foreigners that meet general requirements that also apply to the following:

  • Those that performed meritorious deeds for Korea.
  • Special treatments for those that performed meritorious deeds.
    - Guidelines on overseas Koreans’ reinstatement of Korean nationality and related duties, Article 9:
    Should Koreans with foreign nationality that have been involved in the independence movement or other deeds meritorious for Korea seek to acquire Korean nationality, naturalization or reinstatement of Korean nationality may be granted to them and their family members, even if such act will breach Articles 5 and 8. However, this grant for naturalization or reinstatement of Korean nationality may not violate the Nationality Laws, and must be processed after consulting the Ministry of Patriots and Veterans Affairs.
  • Those involved in independence movement are as defined in Article 4 of the Law Related to the Honorable Treatment of Those Involved in Independence Movement (patriotic martyr and other such patriots)
  • Those involved in meritorious deeds for Korea are as defined in Article 4 of the Law Related to the Honorable Treatment and Support of Those Involved in Meritorious Deeds for Korea.
  • Family members are defined in Article 5 of each related laws.
  • Those that don’t have family registries (themselves, or their parents), or are illegally staying in Korea may also apply
  • Only those involved in the independence movement or other meritorious deeds and their direct descendents are eligible for special naturalization procedures. However, in accordance to the nationality procedure guidelines of foreign nationality Koreans, their spouse may apply in accompaniment

    - Documents written in foreign languages need to be translated in Korean and notarized. Notarization will be exempted only for English and Chinese. (In this case, you must record name and contact number of translator.)

  • A copy of the passport

  • A copy of Chinese residential certificate and population certificate: original must also be presented
  • Copy of Medal of Honor certificate: original must also be presented
  • A copy of public written evidence for men of merit issued over the internet or through the Ministry of Patriots and Veterans Affairs
  • A copy of an official document that can prove the relationship between the applicant and those involved in meritorious deeds (must be certified by the Ministry of Foreign Affairs and Trade), along with family registration, removal from the family registration, family tree, photo, etc
  • Genealogical chart (Chart must show applicant’s relationship with the men of merit)
  • If accompanied applicants exist, documents verifying their relationship with the applicant (birth certificate etc)
  • Proving documents of parents, spouse, children, marriage status or adoption of person who applied for naturalization
  • Documents issued by government of People's Republic of China proving the person who applied for naturalization is Korean Chinese when his/her name is written in Korean pronunciation not in Chinese pronunciation
  • In case that the person who applied for naturalization specifies the date of birth newly, a certificate proving this fact issued by Embassy or consulate's office of their original country.
