Reporting on Place of Residence by Overseas Koreans

Those Required to Report the Place of Residence
    • An overseas Korean under the Act on The Immigration and Legal Status of Overseas Koreans, who falls under the following from among those who, having held the nationality of the Republic of Korea (including those who had emigrated abroad before the Government of the Republic of Korea was established) or as their lineal descendants, have acquired the nationality of a foreign country.

    • 1. A person who had held the nationality of the Republic of Korea due to birth (including those who had emigrated abroad before the Government of the Republic of Korea was established) and acquired the nationality of a foreign country.
      2. A lineal descendants of the person under paragraph (1) who acquired the nationality of a foreign country.
When to Report the Place of Residence
  • Overseas Korean (F-4) visa holders intending to stay in the Republic of Korea more than 91 days from the entry date shall report the domestic place of residence by visiting a jurisdictional immigration office within 90 days.
How to Report the Place of Residence
  • In-person visits to jurisdictional immigration office (Advance reservation on the HiKorea website is required)
  • Agency services [those who have filed for foreigner registration or reported domestic place of residence (10 fingerprints provided)]
  • e-Application services (at the HiKorea Website: www.hikorea.go.kr)
Matters to Include for Reporting the Place of Residence
  • When a foreign nationality Korean intends to report the domestic place of residence, he or she shall submit the Report (form) of the Domestic Place of Residence ( Overseas Korean (F-4) Application Form, attached Form 1 of the Enforcement Rule한글문서 양식 다운로드), including the following, to a jurisdictional immigration office.
    - Name, gender, and date of birth of a reporter
    - Address in country of residence
    - Place of residence in the Republic of Korea
    - Job
    - Nationality and the date of acquisition thereof
    - Passport number and the issuance date thereof
    - Whether enrolled in Types of Schools according to Article 2 of the Elementary and Secondary Education Act (Certificate of Enrollment should be attached)
Reporting Changes in Place of Residence
  • When an Overseas Korean (F-4) changes his/her place of residence in the Republic of Korea, such change shall be reported via in-person visit to a Si/Gun/Gu (including a Gu which is not an autonomous Gu) or an Eup/Myeon/Dong office in which the new residence is located, or a local immigration office having jurisdiction over the place of new residence within 14 days.
  • Required Documents to Report Changes in Place of Residence
  • - Overseas Korean (F-4) Application Form (attached Form 1 of the Enforcement Rule), passport, Overseas Korean Resident Card, fee and documents proving place of residence
      Failure to report changes in domestic place of residence will result in imposition of an administrative fine of 2 million KRW or less under Article 6 (2) of the Act on The Immigration and Legal Status of Overseas Koreans.
Re-issuance of Overseas Korean Resident Card (report card of domestic place of residence)
  • An Overseas Korean Resident Card can be reissued at a jurisdictional immigration office to a person who was issued with a report card of domestic place of residence, where any of the following grounds exists.
    - Where a report card of domestic place of residence is lost
    - Where a report card of domestic place of residence is worn out to use
    - Where a report card of domestic place of residence lacks the space to write down
    - Where the name, date of birth, nationality, or country of residence has changed
    - Where it is necessary to renew all report cards of domestic place of residence at once for forgery prevention, etc.

  • Required Documents to Re-Issue Overseas Korean Resident Card
    - Overseas Korean (F-4) Application Form (attached Form 1), passport, 1 standard photo, fee and previous Overseas Korean Resident Card (except for lost cases)
Return of Overseas Korean Resident Card (Report Card of Domestic Place of Residence)
Where any of the following grounds occurs to a foreign national Korean, the relevant person, his or her spouse or parent, or a person in Article 89 (1)* of the Enforcement Decree of the Immigration Act shall return the Overseas Korean Resident Card (report card of place of residence) to a local immigration office having jurisdiction over the residence of the foreign national Korean.
* 1. A de facto supporter, 2. A sibling, 3. A referee, 4. Other cohabitant
  • Where a foreign national Korean becomes a Korean national
    - Within 30 days from the date the relevant person completes the resident registration
  • Where a foreign national Korean becomes disqualified for Overseas Korean (F-4) Status of Stay
    - Within 30 days from the date the relevant person learns the fact that he or she becomes disqualified for Overseas Korean (F-4) Status of Stay
  • Where a foreign national Korean changes his or her Status of Stay
    - When he or she obtains permission to change his/her Status of Stay
  • Where a foreign national Korean dies in Korea (a diagnostic certificate, death certificate, or other document verifying the fact of death should be attached)
    - Within 30 days from the date the relevant person learns the death of the foreign national Korean
  • Where a foreign national Korean departs from the Republic of Korea within the period of stay for Overseas Korean (F-4) status without any intention to re-enter Korea
    - The relevant foreign national Korean shall return it at departure.
      • Failure to return an Overseas Korean Resident Card will result in imposition of an administrative fine of 1 million KRW or less pursuant to Article 8 of the Act on The Immigration and Legal Status of Overseas Koreans.
    Obligation to Carry and Present Overseas Korean Resident Card
  • Every foreigner staying in the Republic of Korea shall always carry his/her passport and Overseas Korean Resident Card (hereinafter referred to as “passport, etc.”).
  • When an immigration control official or a competent public official demands a foreigner to present his/her passport, etc. in connection with the performance of his/her duty, the foreigner shall present his/her passport, etc.
